The City Council, the Vallejo Police Department, and City Leadership staff have made a firm commitment to our ongoing police reform efforts. One of the key aspects of our ongoing efforts is the establishment of a model of independent oversight for the Vallejo Police Department. In working toward this effort, the City committed to a robust community engagement program that provided multiple input points for the entire community and did not pre-determine or assume any preferred model.
The final ordinance was introduced on December 12, 2022, and adopted on December 20, 2022.

After further review, the November 21st City Council Police Oversight Model (POM) meeting will be postponed and moved to a new date. The date change has been made to allow the community additional time for preparation and review for the upcoming workshops.
The revised dates are as follows:
- Tuesday, December 6, 2022 - 6 PM
- Monday, December 12, 2022 - 6 PM
- Thursday, December 15, 2022 - 1 PM
- Tuesday, December 20, 2022 - 6 PM
The meetings will occur in City Council Chambers at City Hall, 555 Santa Clara Street in Vallejo.

Police Oversight Model (POM) Community Engagement has finished this stageStaff will hold community input meetings in each Council District. There will be a total of six (6) 2-hour in-person community meetings, in each of the Council Districts. Staff will present a matrix, and listen to and record community input. The “ground rules” for the community meetings will make clear that the public may comment not only on the items on the matrix but any additional items and ideas that the public may have on the general topic. Translation and sign language services will be provided. A meeting secretary will be assigned to take notes. Notes will later be posted to this page.
Your questions, comments, and ideas will also be accepted via this webpage throughout the community engagement process.

Police Oversight Model (POM) Community Engagement has finished this stageCity staff begins the meet and confer process with the Vallejo Police Officers Association concerning the proposed Police Oversight and Accountability ordinance.

December 2022
Police Oversight Model (POM) Community Engagement has finished this stageCity Council adopted Title 18 of the Vallejo Municipal Code entitled Police Oversight and Accountability Ordinance. The ordinance requires independent investigations for serious incidents and bias incidents, creates a Police Oversight and Accountability Commission and creates an Independent Police Auditor. The ordinance contains a provision prohibiting implementation until completion of the meet and confer process with the Vallejo Police Officers Association. In addition, the ordinance requires the City Council to consider any amendments proposed by VPOA.

Police Oversight Model (POM) Community Engagement has finished this stage- City staff continues to meet and confer with VPOA concerning the ordinance.
- the Vallejo Police Officers Association files a Public Employee Relations Board charge challenging the validity of the Police Oversight and Accountability ordinance causing all meet and confer with VPOA to stop as well as preventing the ordinance from being implemented.

July 2023
Police Oversight Model (POM) Community Engagement has finished this stage- The City releases a Request for Proposals for the Independent Police Auditor position created by the Police Oversight and Accountability ordinance.
- In response to VPOA’s PERB charge, PERB issues a complaint challenging the validity of the Police Oversight and Accountability ordinance.

August 2023
Police Oversight Model (POM) Community Engagement has finished this stage- The City files an Answer to the PERB complaint denying all of PERB and VPOA’s allegations.
- The City receives one response to the Request for Proposals for Independent Police Auditor. No decision is made because of the pending PERB action.

September 2023
Police Oversight Model (POM) Community Engagement has finished this stageThe PERB holds the first of several Informal Settlement Conferences. City staff and attorneys and the VPOA president and lawyer attend. With the assistance of the appointed mediator, the parties agree to engage in settlement discussions to reach a mutually agreeable solution.

September 2023 - August 2024
Police Oversight Model (POM) Community Engagement has finished this stageThe City and VPOA meet and confer concerning the ordinance on 12 occasions as well as three additional sessions with the PERB mediator. The parties ultimately reach a tentative settlement subject to City Council approval.

November 2024
Police Oversight Model (POM) Community Engagement has finished this stage- The tentative settlement with VPOA is presented to the City Council at a regular meeting. The Council decides to prolong a decision until a new Council is seated in January 2025.
- City staff conducts the first training session for the Police Oversight and Accountability Commission.

Police Oversight Model (POM) Community Engagement has finished this stageCity staff conducts the second training session for the Police Oversight and Accountability Commission.
