Vallejo, CA - The City of Vallejo has released a Request for Proposals (RFP) to identify a qualified operator for the new Vallejo Homeless Navigation Center. This facility will provide shelter and critical services to individuals and couples experiencing homelessness in the community, offering them support and resources that contribute to stability and self-sufficiency.
The City seeks an operator that prioritizes an equitable and inclusive approach, ensuring fair access to services and shelter for all participants. The operator must demonstrate a strong commitment to equity, working closely with the community to maintain a safe and welcoming environment for both participants and surrounding neighborhoods. This includes gathering feedback from those served and implementing data-driven strategies to continuously enhance service delivery, while fostering positive relationships with local residents to address concerns and ensure the Navigation Center is a beneficial resource for all.
The Vallejo Navigation Center will provide 125 shelter beds. In addition to shelter, the center will offer individual case management, access to social and medical services, and job training to help participants develop skills that support their journey to stability.
The selected operator will manage the center’s daily operations and deliver wrap-around services, focusing on a Housing First philosophy that emphasizes harm reduction, trauma-informed care, and low-barrier entry to shelter.
The City plans to execute a two-year Consultant and Professional Services Agreement with the selected provider, with the possibility of contract extensions based on performance. Proposals can be submitted through the City’s procurement system at https://pbsystem.planetbids.com/portal/42510/portal-home under the project title “Vallejo Homeless Navigation Center.” The deadline for proposal submissions is October 18, 2024.
This initiative is made possible through funding and partnerships with the City of Vallejo, County of Solano, CAP Solano JPA, the U.S. Department of Housing and Urban Development, California Department of Housing and Community Development, Kaiser Permanente, Sutter Health, and NorthBay Health.
