The City Council, the Vallejo Police Department, and City Leadership staff have made a firm commitment to our ongoing police reform efforts. One of the key aspects of our ongoing efforts is the establishment of a model of independent oversight for the Vallejo Police Department. In working toward this effort, the City committed to a robust community engagement program that provided multiple input points for the entire community and did not pre-determine or assume any preferred model.
The final ordinance was introduced on December 12, 2022, and adopted on December 20, 2022.

Add your ideaMSullivanover 1 year agoReschedule the December workshops until after the holidays. And, provide ALLdocuments in advance, including staff reports to council.
Meetings are scheduled on Dec 6, 12, 15 and 20 . Not only is this cramming a lot of meetings into a few weeks, it’s also during the busy holiday period. Also, the Council agenda packets often states that the staff report (details and recommendations) will be provide at CC meeting. It should be available - in full- prior to CC meeting, or at least as an attachment to the agenda, for review. How can citizens be prepared to respond without any time to review prior to CC action? Same for the community meetings — make all of the materials available to the public prior to any meetings including an agenda and after the meetings post the minutes. The community engagement meetings were attended by 150. Less than 20 people per meeting. So your engagement process was a failure. Luckily, the people that attended appeared to give some very good input which was pretty consistent on the issues based on the August meeting with CC. But the number of people participating is just not sufficient for anyone to make any kind of policy recommendation or decision. So, now is the time to do better.than that. Don’t have these meetings in the middle of the holidays when people are too busy to attend (unless you’re happy with 150 people attending all of your nine meetings previously). And, if nothing else, holding all of these meetings during the holiday season gives the appearance that you really don’t care whether anybody participates or not. There are so many people in Vallejo that are willing to give up their time and talents to participate in making the city a better place to live. Why not tap into to these resources for some advice, instead of alienating them?

It's pretty clear you're just knee-jerk reacting to this to "do something." How about you take a "strategic withdrawal" and come up with a real engagement and communication plan, instead of a last-minute set of meetings? Also, you left the District 4 meeting off your list.
0 comment3brienfarrellabout 2 years agoEngagement is not merely s a series of town halls. The purpoose is to build consensus. What is the agenda? Please share documents now.
Who will the facilitator be? Why wasn't the public allowed to have a voice in designing the process? Will there be notes from each meeting, so that groups can learn from each other and see what common themes and priorities emerge? Will there be information about costs? We cannot build consensis without transparency. I am glad that community dialogue is starting. Please listen seriously. Good notes are one sign of real listening. A good facilitator is another. A good agenda and sharing of any document to be commented on now, not on the eve of or at a meeting.

Police Oversight Model (POM) Community Engagement is currently at this stageStaff will hold community input meetings in each Council District. There will be a total of six (6) 2-hour in-person community meetings, in each of the Council Districts. Staff will present a matrix, and listen to and record community input. The “ground rules” for the community meetings will make clear that the public may comment not only on the items on the matrix but any additional items and ideas that the public may have on the general topic. Translation and sign language services will be provided. A meeting secretary will be assigned to take notes. Notes will later be posted to this page.
Your questions, comments, and ideas will also be accepted via this webpage throughout the community engagement process.
